تناشدكم اللجنة المنظمة لمظاهرات ثورة تشرين في العراق التدخل العاجل لوقف المذابح التي يتعرض لها المتظاهرون السلميون في بغداد والمدن الاخرى، حيث اصبح استخدام السلاح ضدهم سياسة ثابتة للقوات الحكومية والمليشيات المسلحة الموالية الى ايران وبتواطؤ مع حكومة بغداد مما يسبب بسقوط عشرات القتلى ومئات الجرحى يوميا.

لقد خرج العراقيون في مظاهراتهم السلمية، المشروعة وهو حق مكفول بكل القوانين الدولية والمحلية منذ الاول من تشرين الاول / اكتوبر 2019 احتجاجا على ما حل بالعراق من كوارث انسانية سببتها سياسات نظام المحاصصة الطائفية الفاشلة التي ادت الى ان يكون العراق دولة فاشلة تقبع في قعر قائمة الدول من ناحية التنمية وفي اعلاها في مؤشرات الفساد والفوضى وانتهاكات حقوق الانسان والقمع والارهاب و نسب البطالة والفقر في بلد يعتبر من اغنى بقاع الارض، وفوق ذلك كله سلمت حكومة المنطقة الخضراء مقاليد سيادة العراق الى ايران من خلال ميليشياتها الارهابية التي تستخدم العتاد الحي ضد الابرياء.

ان احدث عمليات قمع المظاهرات هو ما جرى في الايام الاخيرة من مجازر وحشية ارتكبتها القوات الامنية والميليشيات في كل من الناصرية والنجف الاشرف وكربلاء المقدسة وفي ساحة التحرير في العاصمة بغداد مما اسفر عن سقوط عشرات الضحايا بين قتيل وجريح.
لقد بلغ عدد الضحايا من المتظاهرين السلميين منذ بدء المظاهرات في الاول من تشرين الاول 2019 ولحد الان اكثر من (800) قتيل وما يزيد على (25000) جريح اضافة الى مئات المختطفين والمغيبين قسريا، وتحاول اجهزة السلطة التقليل من الاعداد والتنصل عن مسؤوليتها في كشف مصير المعتقلين والمختطفين.

ان مسار الحل الذي يطالب فيه المتظاهرين في العراق هي مطالب الشعب العراقي٫ بكافة طوائفه ومكوناته٫ الذي دعم المظاهرات السلمية بشكل لا محدود بعد ان ضاقوا ذرعا بسياسات النظام السياسي الفاشلة، هي كما يآتي:
1. الغاء نظام المحاصصة الطائفية بكل مؤسساته التنفيذية والتشريعية (البرلمان، الحكومة ورئاسة الجمهورية)
2. تجميد الدستور.
3. تشكيل حكومة انتقالية مؤقتة من شخصيات وطنية مستقلة لمدة لا تزيد على سنة واحدة تقوم خلالها بما يلي:
أ. كتابة قانون انتخابات منصف وعادل جديد.
ب. اجراء انتخابات حرة ونزيهة باشراف الامم المتحدة والاتحاد الاوروبي٫ على ان لا يشارك فيها من اشترك في مؤسسات الدولة التنفيذية والتشريعية منذ 2003 ولحد الان.
ج. كتابة دستور جديد للبلاد يراعى فيه مصالح الشعب العراقي وفقا للقوانين المحلية والدولية وبعيدا عن التمييز الطائفي او العنصري.
4. انهاء الهيمنة الايرانية والاجنبية والاحزاب السياسية والمليشيات المسلحة المجرمة.

ان اللجنة المنظمة تطالبكم شخصيا، وبموجب ميثاق الامم المتحدة، ومن خلالكم المجتمع الدولي، باتخاذ الاجراءات اللازمة بالتشاور مع اعضاء مجلس الامن بالضغط على حكومة المنطقة الخضراء لاجبارها على حماية المتظاهرين السلميين والكف عن انتهاكات حقوق الانسان باستخدام اساليب القتل والقمع والارهاب والترويع ضد المدنيين السلميين والتي لم تعد مقبولة قانونيا واخلاقيا على الاطلاق.
ان اللجنة تطالب سعادتكم بتسهيل اجراءات مشاركة وفد منها ليقدم الى سعادتكم ولمجلس الامن ايجازا موثقا بكل ما يتعلق بالانتفاضة العراقية الكبرى وما تعرض له المتظاهرون السلميون من شتى انواع الانتهاكات.
يسر اللجنة في الختام ان تعرب لسعادتكم عن اسمى اعتبارها وتقديرها.

To¬\ Secretary-General of the United Nations H.E. Antَnio Guterres
Excellency,
The Organizing Committee for the demonstrations of October Revolution in Iraq appeal to you to intervene urgently to stop the massacres of peaceful demonstrators in Baghdad and other cities, as the use of weapons against them has become a constant policy of government forces and armed militias loyal to Iran with the complicity of the Baghdad Government, causing dozens of deaths and hundreds of injuries every day.
Excellency,
In their peaceful, legitimate demonstrations in accordance with the right guaranteed by local and international law, was launched since October 1, 2019 the Iraqis took to the streets in protest against the humanitarian catastrophes caused by the failed Sectarian Quota system policies that led Iraq being a failed State that sits at the bottom of the list of countries in the development index and the highest level in the indicators of corruption, chaos, violations of human rights, repression, terrorism, unemployment and poverty rates in a country considered to be one of the richest countries in this planet, and above all, the Green Zone Government handed over the reins of Iraq’s sovereignty to Iran through its terrorist Militias that use live ammunition against innocent’s citizens.
Excellency,
The latest crackdown on demonstrations is the brutal massacres committed by security forces and the militias in recent days in Nasiriya, Najaf al-Ashraf, holey Karbala, and in Tahrir Square in the capital, Baghdad, which resulted in dozens of casualties.
The number of victims of peaceful demonstrators since the launch of the demonstrations in the first of October 2019 until now has reached more than (800) dead and more than (25,000) wounded in addition to hundreds of kidnapped and forcibly disappeared. The authorities are trying to reduce the numbers and renounce their responsibility in revealing the fate of the detainees and the kidnaped.
Excellency,
The demands of the Iraqi demonstrates are the demands of all Iraqi people, with all its sects and components, who have supported the peaceful demonstrations indefinitely after they were fed up with the failed policies of the political system, the Demands are as follows:
1. To abolish the sectarian quotas system in all its executive and legislative institutions (Parliament, Government, and the Presidency)
2. To freeze the constitution.
3. To form a transitional interim government consists of independent, patriots personalities for a period not exceeding one year, during which it will undertake the following:
a. To write a new fair and just election law.
B. To holding free and fair elections under the supervision of the United Nations and the European Union, provided that those who served in the executive and legislative institutions of the state since 2003 will not allowed to join.
C. To write a new constitution that takes into account the interests of all Iraqi people in accordance with local and international laws and away from sectarian or racial discrimination.
4. To end Iranian and foreign domination, political parties and criminal armed Militias.
Excellency,
The Organizing Committee demands that you personally, in accordance with the Charter of the United Nations, and through you to the international community, to take the necessary measures in consultation with members of the Security Council to put strong pressure on the Green Zone Government to force it to protect the peaceful demonstrators and desist human rights violations by killing, repression, terrorism and intimidation against peaceful civilians. All those practice are no longer legally and morally acceptable.
The Committee calls on your Excellency to facilitate the participation of a delegation from the Committee to present to your Excellency and to the Security Council a documented summary of all matters related to the Iraqi Uprising and all the suffering of the various peaceful demonstrations.
In conclusion, the Committee is pleased to express to Your Excellency tits highest consideration and appreciation.
